Meeting of the Parliament
Meeting date: 15 January 2026

The First Minister’s Government has long aspired to Scotland’s being an independent Nordic nation. However, right now, our Nordic neighbours need our help. Yesterday, in the White House, Donald Trump repeated his threat to—in his words—“conquer” Greenland. That is no empty threat and comes directly off the back of his immoral and illegal invasion of Venezuela.
Scotland must stand up to Trump and his contempt for international law, and reassure the people of Greenland that we will not be complicit in any part of an attempted annexation. Can the First Minister commit to ensuring that the United States military will be banned from using Scottish infrastructure and assets, including all our publicly owned airports, if the US launches operations against our Nordic allies?

Absolutely. If we are looking to empower people to make those choices, we should think about the number of things that are out there about food alone, such as the “Eatwell Guide” and everything else—the landscape is quite complex. I think that it is also important to be able to distil the information down to empower people.

To what extent could the climate change plan and Government policy be bolder in applying the polluter-pays principle?

In its submission to the committee, the Royal College of Physicians of Edinburgh recommended making
“the healthy, low-carbon choice the easiest and most affordable”.
To what extent is that enabled by the climate change plan, and how could the plan be improved in that regard?

Professor Belch has already touched on my second question. Phrases such as “just transition” and “net zero” and many of the plans do not mean an awful lot to the public, yet a lot of the things that we need people to do in relation to climate change involve individuals taking action, be it on their diets or on a wider basis. How do we make the communication better and more accessible and make the choices easier for people so that everybody can feel the improvements to their health and their local environment?

Is there anything on the food side that could be improved?

We were disappointed that the Scottish Government did not find the funding to roll out truly free at three early years childcare, which the Scottish Greens and organisations such as Pregnant Then Screwed asked for. However, we also discussed wraparound provision and more free meals for schoolchildren, and we are glad that those proposals have been accepted. Can the cabinet secretary confirm who will be eligible for the breakfast clubs? Will they be free for every child? If not, how many children will they benefit?

On the issue of on-going monitoring, if the uptake is very high, there will be quite a lot of proteins, sugars and salt going into the watercourse. How will SEPA monitor that, including the particular watercourses that the liquid is going into, and how involved will ministers be in checking that?

Happy new year, minister. What is the Scottish Government’s estimate of the level of uptake of hydrolysis, and what on-going monitoring will SEPA do of the proteins, sugars and other things that are released into the watercourse?

If the building of the flood protection scheme in its current form is approved, it will take 10 years to deliver the entire project and 12 to 18 months to reach a planning decision. At least £23 million has been spent on it, but no homes are any safer from potential flooding now than they were. What is the Scottish Government doing practically to speak to Grangemouth home owners about how flood prevention is being progressed in the meantime, while they wait for the scheme to conclude?
