Good morning and welcome to the seventh meeting in 2011 of the Local Government and Communities Committee. As usual, I ask members and the public to turn off their mobile phones and BlackBerrys.

Agenda item 1 is to consider whether to take in private consideration of our legacy paper, which is item 10 on today’s agenda, at this and subsequent meetings. Are we agreed?
