To ask the Scottish Executive what targets it has set the campaign Organ Donation, Have you talked about it? in respect of increasing the number of people registering on the NHS organ donor register.
Answer
Evaluation is an essentialelement of all Executive advertising campaigns. While this is a long‑termstrategy designed to raise awareness and encourage positive attitudes to organdonation, we shall undertake research based on tracking attitudes and awarenessbefore and after the campaign. Other measures will include assessing the numberof names added to the NHS organ donor register.

To ask the Scottish Executive whether it has prepared estimates of the annual cadaveric organ donation per million of population required to address the current demand for donor organs.
Answer
It is extremely difficult tomake such an estimate, because of the variety of factors affecting both thesupply and demand for each type of organ.
Organs for transplantationare shared across the UK on the basis of arrangements supervised by UKTransplant (UKT). We contribute to the funding of UKT, whose business plan for2004-05 sets out specific aims in terms of increasing the number of patientswho might benefit from a transplant in the coming financial year.

To ask the Scottish Executive whether a penalty imposed on a farmer or crofter during the reference period for the Single Farm Payment scheme is carried forward.
Answer
The reference amount isbased on the average number of determined livestock and hectares held duringthe three year reference period, multiplied by the amounts in Annex VII of theCouncil Regulation 1782/2003. We therefore understand the reference amount isnot based on the actual amount of subsidy received in the reference periodwhich would impose the penalty already levied and suffered by the farmer forthe purposes of all future subsidy payments. We do not however have the final communityimplementing legislation which may affect the position. In addition, thereference amount will of course depend on the livestock or hectares determinedby inspection to be on the farm or croft at that time.

To ask the Scottish Executive whether it will invite the new national parks authority to provide advice on the precautions to take to minimise the risks of infection by Lyme disease.
Answer
The Executive has no plansto do so. Representative groups, such as the Ramblers Association, provideinformation and advice to their members on the precautions they should take toavoid the risk of infection in the countryside. It is for the National Parks Authority,as employers, to consider what measures are appropriate to ensure adequateprotection for their staff.

To ask the Scottish Executive what action it is taking to ensure that doctors are made aware of the symptoms of lyme disease so that early diagnosis can take place.
Answer
The Scottish Executive isnot planning to take any specific action to raise awareness of lyme disease amongdoctors. There is already guidance available from the Scottish Centre forInfection and Environmental Health (SCIEH) on lyme disease which covers issuessuch as health risks and the principles of good practice (guidance note 18). Thisis available on the SCIEH website, to which all practitioners have access andis widely distributed to environmental health officers and public health consultants.

To ask the Scottish Executive how long dentists who have been recipients of a golden hello are required to remain practising in the NHS.
Answer
It is a condition ofreceiving a “golden hello” payment on joining a dental list within 3 months ofcompletion of training that the dentist undertakes to provide NHS generaldental services during each of the 3 years following receipt of the firstpayment.
