To ask the Scottish Executive what (a) Grant Aided Expenditure and (b) Aggregate External Finance was allocated to Dumfries and Galloway Council in both cash and real terms in each year since 1995.

To ask the Scottish Executive what process is used to allocate and distribute funding from the Coalfield Regeneration Trust across Scotland.

The Coalfields Regeneration Trust has two development officers based in Scotland who support and advise Scottish voluntary and community groups in the development of their applications to the Trust for funding. The assessment of these applications is kept distinct from this development function.

Applications for funding from Scotland, Wales and England go forward to the Board of Trustees which currently meets on a four-weekly basis. While the final decision of the Trustees is a collective one, the two Scottish Trustees are able to advise the board on any matters which specifically relate to Scotland or Scottish applications.

Distribution of funds for successful applicants in Scotland comes from the £4.5 million funding allocation from the Scottish Executive.

To ask the Scottish Executive what percentage of heavy goods vehicles entering Scotland through the ports of Stranraer and Cairnryan have a final destination outside Scotland.

To ask the Scottish Executive whether any sections of the A76 have a higher than average accident rate and, if so, which sections these are.

Based on the accident record for the last three years, the sections of the A76 which have a higher than average accident record are as follows:

1. Dumfries Bypass to Auldgirth

2. Thornhill Village (South) to A702 Junction, Carronbridge

3. Sanquhar (North) to Kelloholm

4. Kirkconnel (North) to Pathhead

5. B7083 Junction, Netherthird to Darnlaw Roundabout, Auchinleck

6. Mauchline Village

7. Bargower to Kilmarnock Interchange

While the above sections have a higher than average accident rate, the accident rate for the A76 as a whole is the same as the Scottish trunk road average for this type of road. Although some sections of the A76 have a higher that average accident rate, the annual monitoring exercise of accidents, based on the accident records for the last three years, has not identified any particular accident cluster sites which merit individual treatment.

To ask the Scottish Executive whether local Abbeyfield societies or Abbeyfield Scotland were included in the consultation list for Regulating Care and the Social Services Workforce.

Although neither Abbeyfield Scotland nor local Abbeyfield societies were on our original consultation list, Abbeyfield Scotland, the Abbeyfield Stewartry Society Limited and the Abbeyfield Dumfries Society Limited all provided detailed responses to the consultation exercise, and the points raised in their letters were given close consideration. Abbeyfield Scotland and local Abbeyfield societies will be included in the distribution list for the Policy Position Paper we intend to issue shortly.

To ask the Scottish Executive how many farm businesses received payments, in the most recent year for which figures are available, totalling (a) #0 to #12,500; (b) #12,501 to #25,000; (c) #25,001 to #50,000; (d) #50,001 to #75,000; (e) #75,001 to #100,000; (f) #100,001 to #150,000 and (g) over #150,000 under (i) the CAP Market Support arrangements; (ii) the CAP Accompanying Measures; (iii) the Hill Livestock Compensatory Allowances scheme, and (iv) all three schemes combined.

The number of farm businesses which received payments under (i) the CAP Market Support arrangements in the stated bands for scheme year 1999 are as follows:

(a) £0 to £12,500 13,184

I will however write separately to the Member for Galloway and Upper Nithsdale when the CAP Accompanying Measures information is available and also place this information in SPICe at that time.
