The supporting documentation for the autumn budget revision, that I will lay in Parliament in early November, will show the allocation of End Year Flexibility. This revision will come to the Finance Committee for scrutiny and approval.

To ask the Scottish Executive whether it will publish the (a) Crown Office, (b) Children and Central Government Education, (c) Enterprise and Lifelong Learning, (d) Environment, (e) Health, (f) Justice, (g) Rural Affairs, (h) Scottish Executive Administration, (i) Social Justice, (j) Sport and Culture and (k) Transport level 3 expenditures under Departmental Expenditure Limits for 2000-01.
Answer
Scottish Executive accounts are presently being audited and will be laid before Parliament by January 2002. I see no value in publishing unaudited data at this level of disaggregation. I will write to the Member of Galloway and Upper Nithsdale in January with the information once the audit is complete and place a copy in the Parliament's Reference Centre.

The 3rd Foot-and-Mouth-Disease Impact Survey is currently under way and the final report will be published on Wednesday 19 December.

To ask the Scottish Executive whether the Scottish Office received in 1997 a request from the DETR to suggest projects suitable for European funding through the Essen Trans European Network priority list and, if so, what response was made.
Answer
The Scottish Office received notification from DETR in July and October 1997 that the Commission was seeking bids for 1998 TEN funding. In light of the ongoing Strategic Roads Review at the time, a decision was taken not to apply for that round of TEN funding. The A75, the only road in Scotland to form part of a TEN priority route, already had TEN funded work in progress.
