1 UK subordinate legislation:

The Committee considered a proposal by the Scottish Government to consent to the UK Government legislating in a devolved area as set out in the following UK statutory instrument proposal—

The Recognition and Enforcement of Judgments (2019 Hague Convention etc.) Regulations 2024.



The Committee agreed that the provisions set out in the notification should be included in the UK statutory instrument.  The Committee agreed to write to the Scottish Government to confirm its decision.


2 Suicide Prevention in Scotland:

The Committee took evidence from—

Professor Rory O'Connor, University of Glasgow;

Dr Hazel Marzetti, University of Edinburgh;

and then from—

Dr Amy Knighton, Royal College of General Practitioners;

Dr Murray Smith, Royal College of Psychiatrists in Scotland;

Sam Campbell, Health Improvement Principal, Argyll and Bute Health and Social Care Partnership;

Dr Jane Bray, Consultant in Public Health, NHS Tayside.


3 Gender Representation on Public Boards (Amendment) (Scotland) Bill:

The Committee considered the Bill at Stage 2.

Sections 1-3 were agreed to without amendment.

The long title was agreed to without amendment.

The Committee completed Stage 2 consideration of the Bill.


4 Suicide Prevention in Scotland (In Private):

The Committee agreed to consider the evidence it heard under agenda item 2 at a future meeting.


5 HIV anti-stigma campaign/Achieving Zero New Transmission of HIV in Scotland by 2030 (In Private):

The Committee agreed a draft letter to the Scottish Government.
