As an amendment to amendment S5M-17503.2 in the name of Humza Yousaf (Whole Life Custody Sentences), insert at end “, and recalls that this has occurred, for example, in the case of the so-called World’s End murderer, Angus Sinclair, who in 2014 was given a sentence that meant he would be 106 before he could even apply for parole, with Lord Matthews saying he intended to ‘make matters easier’ for the Parole Board.”
