As an amendment to amendment S5M-17503.2 in the name of Humza Yousaf (Whole Life Custody Sentences), insert at end “, and continues to believe that in each case of a person being imprisoned every effort must continue to be made at rehabilitation and that the attitude of ‘lock them up and throw away the key’ is rightly consigned to history.”
