Good morning. I welcome everyone to the 19th meeting in 2018 of the Local Government and Communities Committee, and remind everyone to turn off their mobile phones or switch them to silent. As meeting papers are provided in digital format, tablets may be used by members during the meeting. We have received apologies from our convener, Bob Doris.

Agenda item 1 is subordinate legislation. The committee will consider Scottish statutory instrument 2018/141, SSI 2018/142, SSI 2018/153, SSI 2018/154, SSI 2018/155 and SSI 2018/156, which have all been laid under the negative procedure. That means that their provisions will come into force unless the Parliament agrees to motions to annul them. No motions to annul any of the instruments have been lodged.

I will go through the instruments in the order that is set out on the agenda, First, do members have any comments on SSI 2018/141?

There has been quite substantial correspondence on SSI 2018/141, including with the committee’s convener, in relation to concerns from the Scottish Grant-Making Trust Group. Nobody has indicated that the regulations should not be agreed to as a consequence, but the committee has read and noted those concerns.

Thank you, Mr Wightman. We are grateful to Scottish Grantmakers for bringing some matters to our attention. The convener wrote to the Scottish Public Pensions Agency, and we have received a reply. There are a number of points for noting. However, are members content with the regulations?
