As an amendment to motion S4M-05186 in the name of Paul Wheelhouse (United Nations Climate Change Negotiations), after "emissions targets" insert “but is disappointed that Scotland’s 2010 emissions reduction target was missed by 1.1 megatonnes and urges ministers to use the second report on proposals and policies to mark a step change in policy effort, with a particular focus on housing and transport, where emissions are higher now than they were in 1990”.
