I look forward to launching the public consultation of the draft Long-term Plan for Vessels and Ports on the Clyde & Hebrides and Northern Isles Networks (2023 – 2045) in April. An advance copy of the draft Plan was sent to key stakeholders, for initial comments, and published on the Transport Scotland website on 30 December 2022.

Scottish Government has regular meetings with the Department for Levelling Up, Housing and Communities on cladding remediation. The provisions in the Building Safety Act which impact on the ability of developers to obtain planning approval or building control approval apply to developers operating in England and do not extend to Scotland. We are determined to ensure that buildings in Scotland with potentially unsafe cladding are remediated and developers step up and meet their responsibilities. Our focus has been on securing that commitment from developers through a voluntary agreement but we are clear, if we need to then we will legislate to safeguard residents and homeowners.

There are currently 56 stations equipped with defibrillators across the 359 railway stations on Scotland’s Railway. This includes stations with some of the highest footfall across the Scottish network, including Edinburgh Waverley, Glasgow Central and Paisley Gilmour Street.

I can confirm that EY is meeting the STUC and trade unions to discuss Project Neptune on 20th March.

Transport Scotland officials have been in discussions with UK Government officials regarding regulatory and legislative requirements for a range of future vessel technologies and fuels, including hydrogen. The Maritime and Coastguard Agency is responsible for shipping regulations in UK waters, to ensure that vessels are meeting UK and international safety rules, promoting and enforcing compliance with maritime regulations and best practice, and making sure that legislation is proportionate.

I provided an update on progress on cladding remediation to Parliament on 2 March and remain committed to arranging a more detailed technical briefing and making a full statement to Parliament at the appropriate time. Information on the Single Building Assessment programme has been provided to Parliament through responses to Parliamentary Questions. Data on spend and information on the numbers of buildings in the Single Building Assessment Pilot is published on the Scottish Government website Single Building Assessment programme: spending information - gov.scot (www.gov.scot).

Previous requests under the Freedom of Information (Scotland) Act 2002 and Environmental Information (Scotland) Regulations 2004 have provided information on the costs associated with the creation of the Deposit Return Scheme in Scotland and are published on the Scottish Government website. As of 18 May 2022 it cost the Scottish Government £182,722 to set up DRS including costs associated with preparing legislation, consulting, evaluation, and independent reviews and assurance. The Scottish Government is open to further requests for information under both FOISA (2002) and EIR (2004).

The Zero Waste Scotland website pages for the Scotland Deposit Return Scheme were launched in May 2019. Data on the number of visits to these pages has been made available to the Scottish Government for the period between September 2019 to 9 March 2023, totalling 348,175 visits across this period. These pages received 21,176 in 2019 (from September), 45,956 in 2020, 72,053 in 2021, 97,691 in 2022 and up to the 9 March 111,299 visits in 2023.

Circularity Scotland is delivering major inward investment to Scotland and protecting and creating jobs in recycling and logistics. Circularity Scotland has recently announced 140 new jobs for the scheme at a recycling plant in Motherwell, 70 jobs have already been announced for Aberdeen and further announcements will follow for sites in other locations including Skye, Inverness, Thurso, Dundee, Grangemouth and Oban, bringing a total of 500 new jobs to Scotland.
