The Scottish Government remains absolutely committed to incorporating the United Nations Convention on the Rights of the Child into Scots law, as far as possible within devolved competence.

Our intention is to bring the Bill back to Parliament for Reconsideration Stage. Preparations for that are well underway and include engagement with the UK Government to try assess whether they are broadly content that the amendments bring with the Bill within legislative competence and to reduce the risk of another referral to the Supreme Court.

We will lodge the motion to reconsider the Bill and publish the amendments to the Bill as soon as possible but cannot yet confirm a timetable.

Scottish Water is currently progressing over £23 million of investment in the Highlands and Islands to improve wastewater treatment, enable growth and to maintain its wastewater assets throughout the area. This is primarily to upgrade and improve existing assets as previous investment periods were focused on building new treatment works in many areas across this region to ensure a high standard of treatment and improve environmental water quality.

Scottish Water continues to work with developers that require new sewerage infrastructure in order to extend the public sewer network, with Scottish Water making a financial contribution to a reasonable contribution level established in regulatory guidance.

The recent Covid 19 pandemic highlighted the need for a national medical equipment management system in Scotland that provides an NHS Scotland-wide overview and visibility of critical medical equipment. To deliver this requirement, a National Medical Equipment Management System (NMEMS) is currently being developed by NHS National Services Scotland, NHS Scotland, and the Scottish Government. Once in place the system will also allow for improved strategic planning of medical equipment replacement and will aid the response to medical equipment related safety notices.

The system will be launched in 2 phases: Phase 1 commenced in October 2022 and aims to install medical equipment management systems in all the NHS Boards that currently do not have one. Work for phase 1 is currently underway with a provisional completion date of Spring 2023.

Phase 2 aims to link all the NHS Board medical equipment management systems centrally and is currently on track to commence in early 2023, with completion projected for summer 2023.

A total of 254 Target Enhanced Recruitment Scheme (TERS) bursaries have been taken up by GP trainees in the South Scotland parliamentary region since 2018. A full breakdown is included in the following table.

Transport Scotland officials have regular discussions with UK Government Department for Transport officials regarding a number of maritime issues, including direct ferry links to Europe.

“Approval in principle, Asset Manager accepts design” is an internal Network Rail approval stage. This signifies the point at which designs are at a sufficient level to be approved to move forward to be designed for construction. A revised date for when the design will be approved following the refinement of the scope referred to in answer to question S6W-12919.

The Scottish Government is committed to decarbonising Scotland’s passenger railway by 2035. In line with the Decarbonisation Action Plan, the intention is to decarbonise the Aberdeen to Central Belt route by 2030.

The Scottish freight gauge programme identified several sections of the Aberdeen to Central Belt route that would benefit from infrastructure interventions to allow larger intermodal freight containers that are common in road haulage which would support modal shift from road to rail. Such works would also facilitate the clearances between trains and infrastructure necessary for electrification.

I am advised by my officials in Transport Scotland that Network Rail is refining its proposed scope of works for the Aberdeen to Central Belt project, which will be considered by the Scottish Ministers in the new year.

The Scottish Government is planning to deliver the identified Aberdeen to Central Belt funding by the end of 2026. The funding will be spent on a series of infrastructure upgrades including signal enhancements and specific capacity alternations to facilitate the operation of more and faster trains on the same route.
