Item 3 is consideration of two Scottish statutory instruments that are laid under the negative procedure, which means that the provisions will come into force unless the Parliament votes for a motion to annul. No motions to annul have been lodged. As members have no comments, does the committee agree that we do not wish to make any recommendations on the instruments?
