We agreed that we would discuss the second half of our stage 1 report in private. Before we do that, I make it clear that we will not be able to meet again to finalise the report, so we will have to operate as we have done before. That means that the clerk will circulate by e-mail a draft report on which members will have to comment by Monday morning at the latest, so that the report can go to Parliament by Wednesday. I apologise, but there is no way round that. I know that members would want to see the report in some form, although I hope that we will get the report right based on what members have said.
