Agenda item 3 is consideration of five items of subordinate legislation, all of which are subject to the negative procedure. The Subordinate Legislation Committee made no comment on the Animals and Animal Products (Import and Export) (Scotland) Amendment Regulations 2005 or the Seed Potatoes (Fees) (Scotland) Regulations 2005, but commented on the other three instruments. Members have an extract of the Subordinate Legislation Committee's report.
In relation to the Pesticides (Maximum Residue Levels in Crops, Food and Feeding Stuffs) (Scotland) Amendment (No 2) Regulations 2005, I note that there is to be a consolidated approach to pesticides, which I welcome. I found it difficult to evaluate the policy impact of the regulations because the tables in schedule 1 are not accessible to the non-scientist. I hope that a more transparent approach will be taken later in the year.
