Subordinate Legislation

National Assistance (Assessment of Resources) Amendment (Scotland) Regulations 2017 (SSI 2017/134)

The Convener (Neil Findlay)

Good morning everyone, and welcome to the 14th meeting in 2017 of the Health and Sport Committee. I begin by expressing on behalf of the committee our deep condolences to the families and friends of those who lost their lives in last night’s evil attack on Manchester. We wish all those who have been injured a speedy recovery, and we offer our thoughts and prayers to everyone who has been affected. We also express our solidarity with the people of the great city of Manchester at this dark time.

On our agenda, we have an evidence session with representatives of the Scottish Ambulance Service. It is only right that, at this time, we put on record our appreciation and admiration of the work of emergency services staff here and around the world.

The first item of business is subordinate legislation. We have two negative instruments to consider. There has been no motion to annul SSI 2017/134 and the Delegated Powers and Law Reform Committee has made no comments on it. I invite comments from members.

Clare Haughey (Rutherglen) (SNP)

I note from our papers that there has been some delay in implementing the changes. They would normally be implemented from April, but the process has been delayed until the summer. I propose that the committee write to the Scottish Government to seek clarification on that, and on whether changes to payments will be backdated and so on.

As there are no other comments, I ask members to agree that that is the way forward.

Members indicated agreement.

National Assistance (Sums for Personal Requirements) (Scotland) Regulations 2017 (SSI 2017/135)

There has been no motion to annul SSI 2017/135 and the DPLR committee has made no comments on it. I ask for any comments from members.

I suggest that we write to the Scottish Government on this matter too, seeking the same information.

Do members agree?

Members indicated agreement.
