Subordinate Legislation

The next item of business is consideration of two pieces of subordinate legislation, which are listed on the agenda and which are subject to the negative procedure. We will deal with each one in turn.

Education (Fees and Student Support) (Miscellaneous Amendments) (Scotland) Regulations 2018 (SSI 2018/171)

On the regulations, the Scottish Government has highlighted that, when we considered a similar instrument last year, it said that it intended to consolidate and update the various pieces of secondary legislation that regulate student fees and support in the higher education sector in Scotland, with a view to ensuring greater clarity and consistency, and that it was waiting for the findings of the review of student support before doing so. Given the committee’s interest in the area and its complexity, it would be helpful to seek confirmation from the Government that it is still its intention to consolidate. In addition, I suggest that we ask about timescales for that work and that the consolidation of subordinate legislation be accompanied by an accessible document setting out how fees and various means of support relate to each other. Does the committee agree to that suggestion?
