To ask the Scottish Government what steps it is taking to ensure that planned developments in fish farming consider any risks they may pose to the marine environment, such as natural fish migration routes.

Planning consent for new fish farms is a matter for local authorities, which consider developments on their merits, and can impose conditions to manage environmental risk. Advice on the assessment is provided by statutory consultees including Scottish Government and its relevant agencies.

A regulatory group is currently developing a practical framework for assessing sea lice loadings and management requirements. This will use the best available science which will include consideration of the natural migratory routes of wild fish. The framework will enhance the advice available to inform on new fish farm developments.

To ask the Scottish Government what changes have made to fire regulations for buildings such as Cameron House since the fire in 2017.

Part 3 of the Fire (Scotland) Act 2005, as amended, along with the Fire Safety (Scotland) Regulations 2006, apply to “relevant premises”, which includes hotels, such as Cameron House. There have been no changes made to these regulations since the Cameron House fire in 2017.

Police Scotland, the Scottish Fire and Rescue Service and the Health & Safety Executive are conducting investigations under the direction of a senior advocate depute. The Scottish Government and the Scottish Fire and Rescue Service will review the outcomes of the investigation once it is complete and consider what action, if any, is needed at that time.

To ask the Scottish Government whether it will encourage local authorities and statutory bodies to release buildings with long-term leases and peppercorn rents for use as Men’s Sheds.

The Scottish Government supports the ownership and control of assets by communities and we would encourage local authorities and statutory bodies to consider this in situations that recognise the public benefits that community use will bring. Ownership or control of land and buildings is a powerful tool for community organisations such as Men’s Sheds, to drive change and achieve their own goals.

To ask the Scottish Government what action it will take to ensure that the services provided at the Vale of Leven Hospital remain and continue to be provided for the benefit of civilians and service personnel stationed at HMNB Clyde.

NHS Greater Glasgow and Clyde have responsibility for the planning and provision of local services. We expect all Health Boards, including NHS Greater Glasgow and Clyde, plan and deliver services to provide all local people with the NHS services which meet their needs and maintain high standards of care. This includes service personnel stationed at HMNB Clyde.

Consideration around the future delivery of all services in Glasgow & Clyde is being taken forward under the Heath Board’s Moving Forward Together programme. As part of this, NHS Greater Glasgow and Clyde has been clear that the Board remains fully committed to continuing to develop and deliver health services to the populations served by the Vale of Leven Hospital. The Board has given assurances that the development of any service change options will be fully and meaningfully informed by stakeholder engagement.

Both the Scottish Government and NHS Greater Glasgow and Clyde have been consistently clear about the commitment to providing comprehensive hospital, community and primary care services across Clyde, including at the Vale of Leven Hospital.

To ask the Scottish Government what action it is taking to increase marine tourism through the greater use of marine transport in the Firth of Clyde area.

The Scottish Government has supported Awakening the Giant, the Marine Tourism Strategy which has led to substantial increases across the sector. The Scottish Sailing Tourism Sector alone, has risen in value from £101m to £130m and the sector now supports 2,700 FTE jobs.

The Year of Coasts and Waters will raise awareness of, and celebrate, the very best of Scotland’s scenery and coastlines, to be headlined in VisitScotland promotion in 2020.

In line with this, we are investing £9.5m in marine tourism infrastructure through the Ayrshire Growth Deal, as well funding of £35k for the Clydebuilt Festival.
