This Government has delivered the highest school spending, and has more teachers per pupil, than any other UK nation. Our pupil teacher ratio is just 13.2 – its lowest level since 2009 - compared to 18 in England and 18.5 in Wales.

In our Budget we have sought to protect Councils by providing over £13.2 billion in the Local Government Settlement for 2023-24. This funding package represents a real terms increase compared with 2022-23 and enables the continued delivery of high quality education for our children. As part of this, we will continue to provide local authorities with specific funding of £145.5 million per year to support the school workforce.

The Scottish Government is committed to advancing gender equality in Scotland, and since 2018 has introduced a range of legislative and other measures to implement the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in Scotland.

This includes introduction of the Period Products (Free Provision) (Scotland) Act 2021 to ensure access to free period products, introduction of the Forensic Medical Services (Victims of Sexual Offences) (Scotland) Act 2021 to provide for consistent access to healthcare and forensic medical examinations without first making a report to police, publication of the Women’s Health Plan in 2021 to improve women’s health outcomes, and the expansion of free early learning and childcare provision. In addition, the Scottish government is committed to introducing a new Human Rights Bill which will incorporate CEDAW into Scots Law, as far as possible within devolved competence, andwill consult formally on proposals this year. Through incorporation of CEDAW the Scottish Government will enhance our efforts to eliminate the discrimination, traditional gender roles and stereotypes faced by women and girls. It will ensure a focus on fulfilling their human rights and development.

The UK’s 9th periodic report on the implementation of CEDAW is due to be submitted to the UN CEDAW Committee by the end of March 2023. In addition to contributing to the periodic report, the Scottish Government will publish a standalone Scottish Position Statement in 2023, reporting on progress made since 2018 under each of the articles of CEDAW.

The research laid out in the Mental Health Foundation’s report, ‘Thriving Learners: Initial Findings from Scottish Colleges' together with the Initial Findings from Scottish HEIs, published in November 2021, will inform the Student Mental Health Plan. This Plan is being taken forward by the Student Mental Health and Wellbeing Working Group, and will be published in Spring 2023. The Plan will be shaped by a range of research, evidence and good practice, including the publications mentioned above as well as the NUS Scotland Think Positive Initiative and good practice examples of collaboration between the sector and NHS Scotland on referral pathways.

The Plan will also be aligned with a range of recently published Scottish Government strategies such as the Government’s Suicide Prevention Strategy – ‘Creating Hope Together’, the emerging Self Harm Strategy and the wider Mental Health and Wellbeing Strategy.

We have met the manifesto commitment to provide more than 80 additional counsellors in Further and Higher Education over four years as set out in our 2018-19 Programme for Government and reiterated in our 2021-22 Programme for Government. The commitment was achieved ahead of time, with an investment of £11.5 million to date and a further £2 million committed in this Academic Year to March 2023. We are also committed to provide further funding for the remainder of the Academic Year (April to July 2023), which falls into the Government’s next financial year.

We have also invested in the NUS Think Positive Initiative which has led to the creation of institution led Student Mental Health Agreements to improve student mental health support in colleges and universities. In addition, the launch of the Think Positive hub, in spring 2022, provides students with extra clarity on how to access student mental health services in colleges and universities.

At the same time we have invested in a comprehensive package of support for mental wellbeing through NHS Scotland and in communities, including an investment of £21 million for adult community based initiatives.

This is the final year of our four year commitment to support over 80 additional counsellors in Further and Higher Education which we set out in our Programme for Government in 2018 and reiterated in 2021. We have exceeded that target, with 89 additional counsellors now working to support students across our institutions.

This has been delivered with investment of £11.5 million to date, with a further £2 million provided to March 2023. We have also confirmed that we remain committed to provide further funding in the remainder of Academic Year 22-23 (April – July 2023), which falls into the first four months of our FY 23-24. Funds have been earmarked within the final 2023-24 Scottish Budget process and final allocations will be confirmed as soon as possible as part of the Scottish Government budget setting exercise.

While the Scottish Government does not hold the information requested, we take seriously any concerns raised by or against police officers, and are clear that when things go wrong the police are held to account, lessons learned and improvements made.

We greatly value the vital role our police officers play and recognise the vast majority of officers carry out their duties with professionalism and integrity, while keeping our communities safe.

The recruitment and discipline of police officers is a matter for the Chief Constable, with oversight by the Scottish Police Authority.

Police Scotland applies a stringent vetting process for new recruits and where officers fall short of their professional standards the disciplinary system will hold them to account.

As noted within the Scottish Government's calendar of forthcoming statistical publications (link provided below), the Drug Seizures and Offender Characteristics 2020-21 publication has been delayed to provide additional time for data collection and validation.

Scottish Government statisticians now intend to publish figures for 2020-21 and the following year of 2021-22 in the Spring of 2023, and we will pre-announce a specific month to users in the near future.

The Independent Review is seeking views from across the education landscape on how a system of qualifications and assessment can uphold the rights of all learners, including those with additional support needs, to have their achievements recognised. I understand that Professor Hayward has met Angela Morgan, Chair of the Review of Additional Support for Learning Implementation, and is in the process of visiting a range of schools where this issue will also be discussed. Ensuring our system of qualifications and assessment meets the needs of all learners has also been discussed within the Independent Review Group and the various community groups the Review is supporting.

I know Professor Hayward remains open to new ideas in this and in other areas. The Review’s public consultation closes on 13 January 2023 and I look forward to receiving a final report before the end of May 2023.

Part of this work includes further development of the National Measurement Framework. This aims to meaningfully support improvement of outcomes and celebrate the wide ranging achievements of children with additional support needs, and support a culture of improvement in the delivery of additional support for learning. A draft framework was considered by the Additional Support for Learning Network at their first formal meeting on 30 November.

An updated draft will be considered by the Additional Support for Learning Project Board in early 2023. The project board will also agree the next steps in the development and publication of the National Measurement Framework in due course.

The business rates incentivisation scheme is temporarily suspended as a result of the additional non domestic rates reliefs package provided during the COVID-19 pandemic. The intention is to reintroduce the scheme in 2023-24. The amount of revenue that will be able to be retained by local authorities in 2023-24 will depend on their collection performance against their 2023-24 collection targets.
