Question

To ask the Scottish Government what instructions it will now give to the Scottish Roads Partnership to erect noise fencing and other mitigation on the M74 due to the increased noise levels identified in recently published noise data.


Answer

Under the terms of the contract, Scottish Road Partnership (SRP) is required to ensure that, upon completion of the works, noise levels at adjacent locations to the roads constructed or improved as part of the M8 M73 M74 Motorway Improvements Project are no greater than those recorded in a pre-construction noise survey.

With regard to the recently published noise data referred to in your question, SRP will make contact with any property which meets specified criteria and that may be eligible for noise insulation in accordance with the Noise Insulation (Scotland) Regulations 1975 to take this forward.

In addition, SRP is in the process of undertaking a post-construction noise survey which is expected to be complete in the coming months, subject to weather. Should the noise levels from the post-construction noise assessment exceed the levels in the pre-construction noise assessment or those reported in the Environmental Statement, SRP is required to investigate, design and construct appropriate mitigation measures as appropriate, the cost of which will be met by SRP.

Transport Scotland and its site representatives will continue to monitor SRP’s completion of its obligations in this regard.
