The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of MSPs and committees will automatically update to show only the MSPs and committees which were current during that session. For example, if you select Session 1 you will be show a list of MSPs and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of MSPs and committees will update to show the information that was current at that time.

Why let the facts get in the way of a well-spun story? The real facts tell a different story. Police Scotland has been defunded to the point where officer numbers in Dumfries and Galloway have fallen by 22 per cent since 2020. Now, the Government is starting to impose new occupancy charges on officers living in police-owned accommodation—a policy that was first consulted on more than a year ago—and the Scottish Police Federation warns that even more rural officers will leave. Does the cabinet secretary accept that that penalty is worsening our already dire situation? Will she urgently review the policy before rural policing is hollowed out even further?

The wildfire in Galloway forest park scorched approximately 6,500 hectares, or approximately 25 square miles. The fact that it accounted for nearly a quarter of all the land burned across the country made it one of the largest wildfires in the United Kingdom that year, yet there was no mention of representation from Dumfries and Galloway, Galloway forest park or south of Scotland stakeholders in any report from the summit.
The minister stated that £1.6 million has already been invested in wildfire response, including PPE and all-terrain vehicles, and that other investment is being considered. Will the minister clarify whether any wildfire response investment has been made in Galloway and whether any future investment will be delivered in my constituency? Given the strange emphasis on the Cairngorms national park in the grant funding scheme, will similar financial support be extended to rural businesses in Galloway that are affected by wildfires?

Last week, a receptionist in a local general practitioner surgery in Galloway in my constituency had to call 999 for an ambulance for a patient. It took more than 55 minutes for that call to be answered and, when it was answered, the receptionist was told that there would be a four-hour wait for an ambulance. That does not even take into consideration the one-hour drive to the nearest accident and emergency department. First Minister, can you imagine being with a loved one who has suffered a heart attack, a stroke or an asthma attack and having to wait almost an hour just to have your 999 call answered? What reassurance can you give my constituents that they can expect a fit-for-purpose emergency response, both in getting through to 999 and in receiving timely ambulance care? There is no way that 55 minutes is an emergency response. What urgent action will the First Minister take to stop such unacceptable delays?

Although patient safety is paramount, does the member accept that the reduction in the number of midwives through poor workplace management has reduced the choice that women have? Women should have a choice about where to give birth that is not based only on safety.

I want to put on record, for Clare Adamson’s benefit, that the maternity service in Stranraer—the birthing suite, which used to be one of the 10 busiest such services in Scotland—is closed, as a result of a lack of midwives, and women in Wigtownshire are expected to make a 140-mile round trip. That is a fact.
