As an amendment to motion S5M-14406 in the name of Elaine Smith (Ending Austerity, Poverty and Inequality), leave out from "the Scottish Government" to end and insert "devolved powers have the potential to counter austerity imposed by the UK Government; recognises the progress made by the Scottish Parliament, including the establishment of Social Security Scotland, the ban on unnecessary assessments and sanctions operating through devolved employment programmes, and progressive changes to income tax bands in 2018-19; believes that much more must be done to end austerity, and calls on the Scottish Government to redouble its efforts by protecting local government budgets that deliver vital anti-poverty services, introducing further progressive changes to the tax system, lifting the benefit cap and introducing a £5 child benefit top-up that would lift 30,000 children out of poverty.”
