As an amendment to motion S5M-12140 in the name of Kevin Stewart (A Route Map to an Energy Efficient Scotland), insert at end "; regrets that there is no specific recognition in the route map of the challenge of improving energy efficiency and tackling fuel poverty in remote, rural and island communities, and believes catch-up zones should be introduced to prioritise those places where energy efficiency is poorest and fuel poverty is furthest from being alleviated, with policies and investment tailored accordingly."
