As an amendment to motion S5M-04062 in the name of Alexander Burnett (Referendums ), after “democratic result” insert “; notes the promise of Ruth Davidson during the 2014 independence referendum that “No means we stay in, we are members of the European Union”; considers that it is likely a significant proportion of Scottish people voted no in 2014 on the basis of this, and a considerable number of other broken promises from Better Together and the UK Government; notes that 62% of Scottish voters elected to remain members of the EU in 2016, therefore believes it reasonable, and in the best interests of the Scottish people, to explore options to maintain Scotland’s EU membership, including a second independence referendum; considers claims that this is any way undemocratic to be unreasonable and short-sighted, given the extreme change in circumstances since 2014; notes what it sees as the Scottish Government's reasonable compromise proposals, as outlined in Scotland’s Place in Europe, which has been ignored so far by the UK Government, and believes that the Scottish Conservatives, and their counterparts at Westminster, are in no position to dictate terms to the Scottish people given what it considers their track record of broken promises and their complete failure to represent the best interests of Scotland in negotiations to leave the EU."
