To ask the Scottish Executive whether it will provide details of the subjects of any discussions or correspondence it has had with Her Majesty's Government in relation to the formulation of the UK policy position on European Union issues which relate to both devolved and non-devolved matters.
Answer
The Scottish Executive is and will continue to be in regular discussion with the UK Government on a variety of EU issues, to ensure that the Scottish point of view is taken into account in UK negotiating positions. Contact follows the procedures laid down in the Concordat on Co-ordination of European Union policy issues.

To ask the Scottish Executive how is condensate, produced during the rendering process of BSE material, collected and disposed of and who is responsible for its disposal.
Answer
Bovine tissues that are known to, or might potentially, harbour detectable levels of BSE infectivity in infected animals are classified as Specified Risk Material (SRM). Under statutory controls, SRM must be disposed of by prescribed and controlled methods that include rendering or incineration. Any bovine animal clinically diagnosed as suffering from BSE is compulsorily slaughtered under official control. All suspect carcases are destroyed by incineration.Only two of the four mammalian renderers in Scotland are approved to process SRM. In both cases the plants dispose of rendering condensate as effluent via their waste water system. It is the responsibility of the operator to dispose of all by-products of the rendering process in accordance with statutory provisions. Enforcement rests with the appropriate local authority while the Executive's veterinary staff monitor compliance on a regular basis. Waste water disposal is subject to conditions imposed by the Scottish Environment Protection Agency (SEPA).

To ask the Scottish Executive what representations it has made to Her Majesty's Government to ensure that the compensation due to Scottish miners, their widows and families under the package agreed in June 1999 is paid as a matter of urgency.
Answer
The Executive is keeping closely in touch with Her Majesty's Government on the progress of compensation due to Scottish ex-miners, their widows and families. As of 2 January 2000, 254 full and final payments had been made to Scottish ex-miners, totalling over £500,000. A further £2.5 million had been disbursed as interim payments to Scottish ex-miners and their families.Prior to the signing of the Handling Agreement for England and Wales in September the Department of Trade and Industry had commenced discussions with Scottish solicitors to adapt the Agreement to take into consideration the differences between English and Scots law. The DTI expects to sign an agreement with Scottish solicitors shortly and this will enable the number of offers to Scottish ex-miners to increase.

To ask the Scottish Executive whether any material from the BSE cattle cull other than rendered material has been disposed of and, if so, what was this material and how was it disposed of.
Answer
Around 15,000 tonnes of carcase material has been sent for direct incineration in Scotland. In addition, some 2,800 tonnes of tallow, one of the by-products of the rendering process, has been burnt on-site in Scotland for energy recovery purposes.The rest of the material is currently being held in secure storage until sufficient incineration capacity is available.
