The Scottish Government's Revised National Outcomes

On 29 March, the Scottish Government published their updated National Outcomes as part of its broader look at the National Performance Framework. The Scottish Government is required to consult the Scottish Parliament on the proposed revisions to these Outcomes.

The Parliament has agreed that the Local Government and Communities (LGC) Committee should be the lead committee. This means that the LGC Committee will consider those Outcomes that fall within its remit and will also collate the views of other committees on the Outcomes that fall within their remits.

What are National Outcomes?

The National Outcomes are the Scottish Government's broad policy aims. They are part of the National Performance Framework which sets out the Scottish Government's overarching single purpose. The current National Outcomes include a set of National Indicators as well. National Indicators are high-level measures that show how the Scottish Government is performing against the Outcomes

National Outcomes must be reviewed at least every five years. The current National Outcomes were set in 2007, with one further Outcome added in 2011.

We will consider the Outcome "we are healthy and active" and the wide range of Indicators linked to their work.

 

Timetable

We invited the Cabinet Secretary for Health and Sport, Shona Robison MSP, Professor Sir Harry Burns, Professor of Global Public Health, University of Strathclyde and Gerald McLaughlin, Chief Executive of NHS Health Scotland to attend an evidence session on 1 May 2018.  The session focussed on the following:-

  • how the National Performance Framework (NPF) will work to address the persistent health inequalities in Scotland when they are underpinned by wealth and income inequality;
  • does the NPF need a stronger focus on prevention to encourage the development of a society that encourages healthy choices? and
  • how does the NPF fit with the Scottish Government's Review of Targets and Indicators in Health and Social Care in Scotland.

Following the evidence session on 1 May 2018, the Health and Sport Committee completed their Report for the Local Government and Communities Committee.

The Local Government and Communities Committee published their 7th Report, 2018 - Report on the Consultation on the Scottish Government's Draft National Outcomes on 15 May 2018:

On 11 June 2018 Derek Mackay MSP, Cabinet Secretary for Finance and the Constitution wrote to Lewis Macdonald MSP, Convener of the Health and Sport Committee to thank the Committee for its input and scrutiny process of the draft National Outcomes.
