The Committee gained the Parliament’s approval to introduce a Bill on financial assistance for opposition parties. The Committee intends to introduce a Bill before the end of 2020.
Joint Working Group on Sexual Harassment
The Committee proposed a number of changes to the Code of Conduct for MSPs that have now been agreed by the Parliament. These changes implement the recommendations of the Joint Working Group on Sexual Harassment. The Committee is also planning to introduce a Bill which would amend the process for complaints against MSPs. This step will be subject to Parliamentary approval.
The Committee will consider changes to the Standing Orders before the end of the current parliamentary session.
Commission on Parliamentary Reform
The Committee has considered recommendations from the report of the Commission on Parliamentary Reform that require changes to Standing Orders or other parliamentary procedures. The Committee has already proposed a number of changes to Standing Orders which have been agreed by the Parliament. The Committee will consider any outstanding recommendations from the Commission later this year.
The Committee periodically considers correspondence from Members and other interested people about parliamentary procedures, the Code of Conduct and public appointments. The Committee has taken forward various pieces of work in response to this correspondence. Further details can be found on the correspondence page.
Cross-Party Groups (CPGs)
The Committee considers applications for all new CPGs and, on an annual basis, the activities of CPGs and compliance with the Code of Conduct.
The Committee will consider any complaints referred to it by the Commissioner for Ethical Standards in Public Life in Scotland.
