Children's Hearings System - Taking Stock of Recent Reforms
At the other end of the age spectrum - young people between 16 and 18 years of age - CELCIS and the Centre for Youth and Criminal Justice suggest that there are also problems, particularly after a termination of a Community Supervision Order (CSOs) on or around the individual's 16th birthday. They noted that—
A research study found 79% of young people interviewed in Polmont Young Offenders Institute had previous involvement with the Hearing system. 59% stated that their CSO had been terminated just prior to or just following their 16th birthday, meaning their court cases were dealt with within the adult justice system. 19CELCIS and the Centre for Youth and Criminal Justice.
