In 2011, following a lengthy consultation process and a democratic vote, Western Isles Council decided to close a number of rural schools, and the cabinet secretary, in a rather desperate attempt to shore up his party’s political support on the islands, intervened to call in the closure programme. Now we find that the courts have rejected the cabinet secretary’s position and that the council’s closure programme was indeed legal and followed due process.
