We note that it was laid the day before the Minister’s appearance before the Public Bill Committee at Westminster.The Welsh Parliament legislative consent memorandum was laid on 13 July 2021. The Scottish Parliament was in recess during July and August. The Scottish Government lodged its legislative consent memorandum on 25 October 2021.
