A Bill introduced on 26 June 2018 with an aim to set a target that no more than 5 per cent of households should be living in fuel poverty by 2040. It also sets out a new definition of fuel poverty, which in turn is based on the setting of a defined minimum income standard (MIS).

The Bill, as drafted at Stage 1, did not contain a provision to allow for an uplift to be applied to the MIS for remote rural and island areas to take account of the higher cost of living in these areas, despite a recommendation by the Review Panel to the contrary and support for such a provision during the initial consultation on the Bill.
