Passage of the Bill
The Damages Bill (SP Bill 35) was introduced in the Scottish Parliament on 14 June 2018 by Michael Matheson MSP, the then Cabinet Secretary for Justice.
The Committee previously considered a Legislative Consent Memorandum (“LCM”) for the relevant delegated powers relevant to Scotland in the Bill at its meetings on 28 January and 25 February 2025.
Summary
The Prisoners (Early Release) (Scotland) Bill ("the Bill") seeks to amend the rules relating to the automatic early release of prisoners serving short-term sentences.
Brief outline of the Bill
The Bill relates to the recognition of professional qualifications and the regulation of professions after the UK’s withdrawal from the EU.
However, if the Parliament were to agree to the Bill, we consider that it would be better to first see how the duty beds in, and only consider broadening the Bill in this way in the light of experience.
