The Committee notes that the requirement for specific railway operators to enter into Railway Policing Agreements with the Scottish Police Authority is fundamental to the operation of the new model for Scotland and therefore to the delivery of the policy intention for the Bill.
Amendments 46 and 47 respond to concerns raised by the Electoral Commission and Police Scotland on the wording of the bill’s provisions in relation to digital imprints on campaign material.
As far as the UK Government is concerned, members are well aware that the sector has been lobbying everyone on the Welfare Reform Bill. We very much welcomed the Parliament’s decision about the legislative consent motion, because we felt that there needed to be real scrutiny of the bill’s potential impact on Scotland.
