These proposals, and any measures which accompany them, will be both fair and proportionate. In Scotland, civil and political rights are protected by the Human Rights Act 1998, alongside provisions in the Scotland Act 1998.
The main issues have been:
how to ensure Consumer Scotland works collaboratively with the wide range of stakeholders with an interest in consumer issues
how to define vulnerable consumers
whether the activities of Consumer Scotland should cover small businesses
how to ensure the work of Consumer Scotland takes into account environmental and wellbeing concerns
how Consumer Scotland could be utilised to improve product recall initiatives.
We recently examined the Animals and Wildlife (Penalties, Protections and Powers) (Scotland) Bill—it is now an act—in which we considered breeding and maximum penalties for welfare offences.
The issue has been exercised in the wider Parliament and the debating chamber. If I am right, stage 2 of the Health and Care (Staffing) (Scotland) Bill will take place next year.
Secondly, there has never been a public inquiry into what is one of the biggest ever medical scandals in Scotland’s NHS. Therefore, that point of the petition remains as well.
