There is a fundamental challenge in getting the accountabilities right. I mentioned as an example the chief executive of a health board who is accountable to the relevant minister and to Parliament.
It is clear that the legal framework does not ensure proper accountability. We say that it is time to amend the law so that this Parliament, not the Government, has more power over our national police force.
