SQA contrasted the approach in the Bill to the legislation governing the SQA Accreditation Committee, which requires the majority of Accreditation Committee members to be neither on the Board or employees of SQA (Qualifications Scotland), to avoid any potential conflict of interest.
For example, as many as 99 per cent of our businesses have fewer than 10 employees. It is no surprise, therefore, that for more than half of our members, their number 1 ask is that the guidance needs to be clearer.
It sounds as though the First Minister has gone further than in the past and that we will see employment programmes that are all voluntary and which do not impose socially harmful and counterproductive sanctions on people in Scotland.
This amendment means that if a local authority employee wishes to continue to act as a child welfare reporter then the employee would need to apply to be on the register of child welfare reporters and meet the required eligibility criteria.
It is also proposed to remove the requirement to add civilian employees to the Civil Nuclear Constabulary and British Transport Police advisory lists when allegations are made after the employee resigns or retires.

Law enforcement employers have new duties to check both sets of lists before employing or appointing proposed employees. This includes persons who are seconded to work for the law enforcement employer, and any contract for the provision of services.
