Planning (Scotland) Bill: How the planning system currently works

Permitted Development Rights Section 26 of the Town and Country Planning (Scotland) Act 1997 defines development as: ...the carrying out of building, engineering, mining or other operations in, on, over or under land, or the making of any material change in the use of any buildings or other land, or the operation of a marine fish farm in the circumstances specified in section 26AA Technically, anything falling within this definition requires planning permission - although there are some exceptions set out in Section 26.
