The Vimes boots index sets out the socioeconomic unfairness faced by people who are on low incomes and in poverty. Living hand to mouth means buying cheaper products that do not last as long as more expensive, well made products.
I suggest that the copper-bottomed answer is to get people to buy things in quantities that relate to their expected usage rather than to pretend that bulk buying is sensible.

It said that such homes can provide good quality affordable accommodation which can prevent homelessness and the costs associated with this. It refers to buy-back schemes, where local authorities buy the properties from the owners.
