I am asking about the equivalent to the £140 million of ring-fenced new money that was given in England. The £5 million the minister talks about is not ring-fenced and it is not new money.

As a result, I hope that Tommy Sheridan will withdraw his allegation that I lied to the Parliament. On a point of order, Presiding Officer. I would like to take any points of order at the end of First Minister's question time, if possible.
Although the bill provides for the payment of those instalments on a six-monthly basis, the amendment would point out to vassals that, if they approached their superior, it might be possible to come to a different arrangement.

The Executive has completely ignored the points that we raised. I think that it has done so for a good reason, from its point of view, in that we are right in saying that the parent act does not allow the Executive to define the geographical region and that the Executive has, therefore, tried to draft its way around ...
However, it takes the view that a charity would be highly unlikely to do so in practice.It has been suggested that we should report the instrument on the grounds of failure to comply with proper legislative drafting on point 1 and defective drafting on point 2.
