I shall deal with those points in a minute.Labour at Westminster has delivered more fundamental political and constitutional change in the past four years than we have seen in the past 200 years. Labour has delivered: a new Parliament for Scotland with PR; a new National Assembly for Wales with PR; a new Northern Ireland Assembly with PR; and a new London Assembly with PR.
