If we are talking about a partnership achievement, let us recognise that we have the highest employment in Scotland for 41 years and the lowest unemployment for 26 years. If we want something to tackle social justice, it is the dignity of work.

I want to deal with other issues to which you have given thought. The bill proposes a new Scottish legal complaints commission—out goes the ombudsman and in comes something new.
However, it has been suggested that there could be a circuit of such courts. That would allow people to visit a number of places regularly and to build up knowledge of, and a relationship with, an area.
If the Borders railway is not built, there will still be new housing in the Borders. If we look at Peeblesshire, we see that it is not just the railway that drives new housing.
However, the current set-up has always had a problem—and the new set-up replicates it—when capital investment is required to build developments such as new TICs or the new hubs that were spoken about in earlier evidence.
I hope that all members support that measure.Of course, such new, practical legislative measures are welcome, but new laws alone do not offer a complete solution.
If we are heavily involved in an investigation by the time of the December visit, that investigation may also throw up one or two issues that we would like to discuss with the visitors.
