Remit:
The remit of the Committee is to consider and report on the Scottish economy, enterprise, energy, tourism and renewables and all other matters within the responsibility of the Cabinet Secretary for Finance, Employment and Sustainable Growth apart from those covered by the remit of the Local Government and Regeneration Committee and matters relating to the Cities Strategy falling within the responsibility of the Cabinet Secretary for Health, Wellbeing and Cities Strategy.

The Committee reports to the Parliament as follows—
1. At its meeting on 19 November 2014, the Economy, Energy and Tourism Committee considered the following affirmative instruments as part of a “package” laid to implement the Land Registration etc. (Scotland) Act 2012 (“the 2012 Act”)1. The Official Report of the meeting is available on the Committee’s webpage.2
Land Register of Scotland (Automated Registration) etc Regulations 2014 [draft]
2. The Land Register of Scotland (Automated Registration) etc Regulations 2014 [draft] was laid before Parliament on 8 October 2014.
3. These regulations make provision for the Keeper of the Registers of Scotland to operate a computer system for creating electronic documents, generating and communicating registration applications, and automated registration.
4. A copy of the Regulations and the Scottish Government’s policy note are available.3
5. The Committee noted that the Delegated Powers and Law Reform Committee had not made any comments on the instrument.
6. The Committee took evidence on the instrument from the Minister for Energy, Enterprise and Tourism.
7. The Minister moved motion S4M-11510—
That the Economy, Energy and Tourism Committee recommends that the Land Register of Scotland (Automated Registration) etc. Regulations 2014 [draft] be approved.
8. The motion was agreed to.
The Land Registration etc. (Scotland) Act 2012 (Amendment and Transitional) Order 2014 [draft]
9. The Land Registration etc. (Scotland) Act 2012 (Amendment and Transitional) Order 2014 [draft] was laid before Parliament on 24 October 2014.
10. These regulations make a number of amending and transitional provisions, including amendments of the 2012 Act itself, considered appropriate for the purposes of, in consequence of, and for giving full effect to the Act.
11. A copy of the Regulations and the Scottish Government’s policy note are available.4
12. The Committee noted that the Delegated Powers and Law Reform Committee had not made any comments on the instrument.
13. The Committee took evidence on the instrument from the Minister for Energy, Enterprise and Tourism.
14. The Minister moved motion S4M-11511—
That the Economy, Energy and Tourism Committee recommends that the Land Registration etc. (Scotland) Act 2012 (Amendment and Transitional) Order 2014 [draft] be approved.
15. The motion was agreed to.
