Remit and membership
Remit:
The remit of the Committee is to consider and report on the Scottish economy, enterprise, energy, tourism and renewables and all other matters within the responsibility of the Cabinet Secretary for Finance, Employment and Sustainable Growth apart from those covered by the remit of the Local Government and Regeneration Committee and matters relating to the Cities Strategy falling within the responsibility of the Cabinet Secretary for Health, Wellbeing and Cities Strategy.

Legislative Consent Memorandum: Small Business, Enterprise and Employment Bill
The Committee reports to the Parliament as follows—
Background
1. In August 2014, the Scottish Government laid a Legislative Consent Memorandum (LCM) in Parliament1 seeking consent for specific provisions in the Small Business, Enterprise and Employment Bill.2 The Parliamentary Bureau referred the LCM to the Committee on 19 August 2014.
2. The Delegated Powers and Law Reform Committee considered the LCM at its meeting on 19 August 2014 and reported that it was content with the delegated powers conferred on the Scottish Ministers in the Bill, and with the procedures to which they are subject.3
Consideration by the Committee and recommendation
3. The Economy, Energy and Tourism Committee took evidence from Fergus Ewing MSP, Minister for Energy, Enterprise and Tourism on the LCM at its meeting on 8 October 2014.4
4. The Committee recommends that the Parliament gives its consent.
