Miscellaneous correspondence regarding the Health and Sport Committee's remit:

Scottish Government Oral Health Improvement Plan (OHIP) 

On 24 January 2018 the Cabinet Secretary for Health and Sport, Shona Robison MSP, wrote to the Committee to advise that the Scottish Government had published their Oral Health Improvement Plan (OHIP). 

Child Poverty (Scotland) Bill - Delivery Plan 

On 15 December 2017 the Cabinet Secretary for Communities, Social Security and Equalities, Angela Constance MSP, wrote to the Committee inviting views on priorities for the Delivery Plan for actions the Scottish Government should take to meet targets set out in the Child Poverty (Scotland) Bill. 

On 30 January 2018 the Convener of the Health and Sport Committee replied to the Cabinet Secretary. 

Scottish Trauma Network (STN) 

On 31 January the Cabinet Secretary for Health and Sport wrote to the Convener to advise that a National Implementation Plan had been agreed by the STN Steering Group at the end of 2017. 

Montgomery Review 

On 2 February the Cabinet Secretary for Health and Sport wrote to the Convener to update on the Scottish Government's progress of delivering recommendations from Dr Brian Montgomery's Review of Access to New Medicines.  The Peer Approved Clinical System (PACS) Tier Two implementation date has been postponed until June 2018. 

On 16 May the Convener wrote to the Cabinet Secretary for Health and Sport seeking an update on the implementation of the recommendations. 

On 17 May the Cabinet Secretary for Health and Sport responded to the Convener, providing an update on implementation. 

On 19 June the Cabinet Secretary for Health and Sport sent a further letter updating the Committee on the PACS Two Tier system and the Government approach to ultra-orphan medicines. 

EU Engagement and Scrutiny of the Committees of the Scottish Parliament 

On 21 December 2017 the Convener of the Culture, Tourism, Europe and External Relations Committee (CTEER) wrote to the Convener requesting that the Committee report back on any EU scrutiny carried out; specifically in relation to common frameworks and Brexit as well as the European Commission's work programme. 

On 8 February 2018 our Convener, Lewis Macdonald responded. 

Minimum Unit Pricing for Alcohol

On 26 February 2018 the Cabinet Secretary for Health and Sport wrote to the Committee with an update on the Scottish Government's proposal for a minimum unit price for alcohol.  Implementation date is proposed for 1 May 2018. 

On 30 May 2018 the Cabinet Secretary for Health and Sport wrote to the Committee regarding a Scottish Government Statement issued on trade sales by wholesalers and the application of Minimum Unit Pricing.

On 3 August the Cabinet Secretary for Health and Sport wrote to the Committee advising that a consultation had now been issued to clarify that the Minimum Unit Pricing did not apply to trade sales.  The closing date is set for 26 October 2018. 

Scotland Act 2016: Audit and Accountability Arrangements 

On 26 January 2018 the Scottish Government wrote to the Convener of the Public Audit and Post-legislative Scrutiny Committee regarding the UK and Scottish Government's draft audit and accountability framework.  The Convener of the Public Audit and Post-legislative Scrutiny Committee subsequently wrote to other Scottish Parliament Committee Convener's seeking their views. 

The Convener of the Health and Sport Committee responded to the Public Audit and Post-legislative Scrutiny Committee on 28 March 2018. 

Following evidence sessions with the Scottish Government, the Auditor General for Scotland and Audit Scotland at their meeting on 8 February 2018, the Convener of the Public Audit and Post-legislative Scrutiny Committee wrote to the Cabinet Secretary for Finance and the Constitution and the Chief Secretary to the Treasury with their recommendations. 

NHS Tayside 

Following recent revelations regarding the use of charitable trust funds at NHS Tayside, Anas Sarwar MSP wrote to the Convener of the Health and Sport Committee. 

The Cabinet Secretary for Health and Sport, Jeane Freeman MSP, wrote to the Convener on 6 July 2018 regarding the NHS Tayside Board's proposals to changes in surgical services. 

Scottish Government Cancer Strategy - Beating Cancer:  Ambition and Action 

The Cabinet Secretary for Health and Sport wrote to the Committee on 26 April 2018 with an update on Scotland's Cancer Strategy - Beating Cancer: Ambition and Action. 

The Cabinet Secretary for Health and Sport wrote to the Committee on 3 May 2018 regarding the Clinical Review of Cancer Waiting Times.

Following publication of the Clinical Review of Cancer Waiting Times Standards in Scotland we received a letter on 6 June 2018  from Dr Valerie Doherty, Chair of the Review, regarding clarification on some of the recommendations.

The Cabinet Secretary for Health and Sport wrote to the Committee on 25 June 2018 with an update and report from the Ministerial Cancer Performance Delivery Group (MCPDG). 

Current procurement and supply of immunoglobulin 

The Cabinet Secretary for Health and Sport wrote to the Convener on 29 May 2018 providing an update on the current procurement and supply of immunoglobulin. 

We received a further update on the procurement and supply of immunoglobulin from the Minister for Public Health, Sport and Wellbeing on 4 October 2018.

NHS Boards monthly financial reporting 

On 29 June 2018 the Cabinet Secretary for Health and Sport wrote to the Convener advising the financial positions of NHS Boards had been published on the Scottish Government website and would be done so on a monthly basis. 

A Healthier Future: Scotland's Diet and Healthy Weight Delivery Plan

The Minister for Public Health, Sport and Wellbeing wrote to the Convener on 2 July 2018 to make the Committee aware of the publication of the Scottish Government's new Diet and Healthy Weight Delivery Plan.

A More Active Scotland: Scotland's Physical Activity Delivery Plan 

The Minister for Public Health, Sport and Wellbeing wrote to the Convener on 12 July 2018 to make the Committee aware of the publication of the Scottish Government's new 'A More Active Scotland' Delivery Plan. 

Framework for the prevention, early detection and early intervention of type 2 diabetes 

The Minister for Public Health, Sport and Wellbeing wrote to the convener on 16 July 2018 to advise he would be publishing the Scottish Government’s new strategy for the prevention of type 2 diabetes today. 

Alcohol Framework 2018: Preventing Harm 

The Minister for Public Health, Sport and Wellbeing wrote to the Convener on 20 November 2018 to advise he would be publishing the Scottish Government's new framework for tackling alcohol-related harms in Scotland. 

Alcohol and Drug Strategy:  Rights, Respect and Recovery - Scotland's strategy to improve health by preventing and reducing alcohol and drug use, harm and related deaths 

Following the publication of the Alcohol Framework 2018: Preventing Harm, the Minister for Public Health, Sport and Wellbeing wrote to the Convener on 28 November to advise he would be publishing the Scottish Government's overarching alcohol and drug strategy. 

Independent Review of NHS Lanarkshire's process on the redevelopment of University Hospital Monklands

The Cabinet Secretary for Health and Sport wrote to the Committee on 10 December to advise on the progress on establishing a review to provide an independent assessment on the processes followed by NHS Lanarkshire to redevelop University Hospital Monklands.

NHS Board Performance Escalation Framework 

Paul Gray, Director-General Health & Social Care and Chief Executive NHSScotland wrote to the Public Audit and Post-Legislative Scrutiny Committee and the Health and Sport Committee on 18 December 2018 with a summary of how the Board Performance Escalation Framework operates, including an Annex of the various Stages. 

The Clerk to the Committee wrote to Paul Gray on 20 December 2018 requesting information on at which Stage each NHS Health Board currently sits within the Escalation Framework.

We received a response on 23 January 2019.

Medicines for Cystic Fibrosis 

The Cabinet Secretary for Health and Sport wrote to the Convener on 19 December 2018 advising that Vertex Pharmaceuticals will submit medicines designed to treat cystic fibrosis to the Scottish Medicines Consortium (SMC).  The SMC will decide whether the medicines can be made generally available on the NHS in Scotland.
