Background
The legislative consent memorandum process is the mechanism for the Scottish Parliament to give its consent to the UK Government to legislate in the UK Parliament on matters which are within the legislative competence of the Scottish Parliament.
The Education and Skills Committee was assigned lead committee for the Children and Social Work Bill.
Consideration by the Committee
The Committee considered the LCM on the Children and Social Work Bill at its meeting on 21 December 2016.
The Committee wrote to the Scottish Government for more information on the timescales and judicial oversight of cross-border placements from England or Wales in comparison to a child placed from a Scottish local authority in secure accommodation in Scotland (paragraphs 9-11 of the LCM).
