A Bill to make provision, for financial year 2009/10, for the use of resources by the Scottish Administration and certain bodies whose expenditure is payable out of the Scottish Consolidated Fund, for authorising the payment of sums out of the Fund and for the maximum amounts of borrowing by certain statutory bodies; to make provision, for financial year 2010/11, for authorising the payment of sums out of the Fund on a temporary basis; and for connected purposes.

Procedure for Budget Bills
The introduction and passage of a Budget Bill through the Parliament is the final part of the Scottish Budget Process. More information on the Scottish Budget Process is available on the Finance Committee's webpages.
Budget Bills go through the same three legislative stages as other Bills, but are subject to special procedures under the Parliament’s Standing Orders. In particular, there is an accelerated timescale, no Stage 1 report is required and only the Scottish Government may lodge amendments to the Bill.
The Stage 2 of a Budget Bill is taken by the Finance Committee.
As the motion that the Bill be passed was disagreed to, the Bill fell.
