KPMG Illicit Tobacco in Australia Report

That the Parliament notes the recent report by KPMG, Illicit tobacco in Australia, which finds that the level of illicit tobacco consumption has risen from 11.8% to 13.3% of total tobacco consumption in the 12 months to the end of June 2013; understands that the Australian Government is estimated to have lost one billion Australian dollars through illicit consumption in this period; is concerned that, over a year after the introduction of standardised packaging, Australian consumption of tobacco has not seen an annual decrease for the first time since 2009; notes the report's finding that the market share of illegal brands such as Manchester, which often have no health warnings, has grown from 0.3% to 1.3% of total manufactured cigarette consumption, and believes that the Scottish Government, while doing everything that it can to reduce the prevalence of smoking among all groups in society, should take cognisance of this report and the parallel warnings from Scottish retailers instead of insisting that the evidence coming from Australia is unequivocal.
