This briefing considers the health and sport elements of the Health and Wellbeing portfolio of the Scottish Government’s ‘Draft Budget 2009-10’. It begins with a review of the objectives and targets associated with the health and sport budgets, before analysing how the Health and Wellbeing budget lines compare with the overall budget plans of the Scottish Government. It then considers the level 3 budget lines within health and sport, as well as the key changes from the ‘Scottish Budget Spending Review 2007’. The SPICe briefing ‘Draft Budget 2009-10’ (Burnside et al, 2008) discusses broad trends in the draft budget and how it affects portfolio expenditure.
