To ask the Scottish Government, further to the answer to the second supplementary to question S6O-03226 by Siobhian Brown on 20 March 2024, what discussions it has had with South Lanarkshire Council regarding potential firework control zones in the local authority area.

The Scottish Government has not held any discussions with South Lanarkshire Council regarding potential firework control zones within the local authority area. Firework control zones are a discretionary power for local authorities, however, and the Scottish Government is not required to be consulted regarding utilisation of these powers by a local authority. At present, the Scottish Government is aware of a potential 11 firework control zones being scoped out across Scottish local authorities. We remain committed to providing funding to local authorities who wish to consult on, and thereafter designate, a firework control zone (or zones) within their area.

To ask the Scottish Government what recent discussions it has had with the UK Government regarding the impact in Scotland of the energy price cap.

I meet regularly with the UK Minister for Energy Consumers and Affordability to discuss the pressures facing Scottish energy consumers and the need for urgent action to address these. During our last meeting, in January, I stressed the importance of working collaboratively to reduce the pressures facing consumers, calling again upon the UK Government to use its reserved powers to introduce a social energy tariff.

I believe that a social energy mechanism, supported by many consumer organisations, could be funded by the excess profits of energy producers, protecting those most vulnerable against future price spikes. I have also met with the chair and CEO of Ofgem to discuss these and other related matters”.

To ask the Scottish Government when it will publish the response to the recommendations of the Independent Review of Inspection, Scrutiny and Regulation of Social Care in Scotland (IRISR).

The Scottish Government has accepted all 38 recommendations from the IRISR and the response will be published on 6 March 2024, with a proactive statement due to be issued at 9.30am. The full Scottish Government response can be accessed here http://www.gov.scot/ISBN/9781835219768 .

In accepting these recommendations, we recognise the significant amounts of work already underway, that will in part or fully address a large number of the recommendations, and this work needs to continue in partnership and at pace. In taking a phased approach to the implementation of the IRISR recommendations, we are confident that work can be carried out to deliver continuous improvement that addresses the key challenges highlighted by the Review and support better outcomes for the people of Scotland.
