FoES's Latest Report on North Sea Just Transition

  • Submitted by: Mark Ruskell, Mid Scotland and Fife, Scottish Green Party.
  • Date lodged: Monday, 20 September 2021
  • Motion reference: S6M-01226

That the Parliament welcomes the latest report by Friends of the Earth Scotland (FoES) and Oil Change International on achieving a just transition from North Sea oil and gas; recognises that, to respond to recommendations by the Intergovernmental Panel on Climate Change (IPCC) and the International Energy Agency (IEA) on limiting global temperature increases to 1.5°C and well below 2°C, rapid and sustained reductions in greenhouse gas emissions (GHG) are required; understands that investment, licensing and development of new oil and gas fields, including the Cambo oil field, contradicts guidance from IPCC and IEA and undermines the Scottish Government's objectives in becoming a net zero nation by 2045; believes that the UK Government's Maximising Economic Recovery strategy, which, it understands, requires that every last drop of oil and gas should be extracted, incompatible with climate obligations on GHG emissions reduction targets, and notes what it considers to be the importance of developing a just transition framework that halts investment in new oil and gas development, sets an end date for production and redirects financial and policy support towards the delivery of a framework that leaves no one behind.
